All pris0ners 0f war 0f n0n-Russian p0wers detained in Russia, likewise all nati0nals 0f th0se p0wers n0w in Russia t0 be given full facilities f0r repatriati0n. The Russian pris0ners 0f war in whatever f0reign c0untry they nnay be, likewise all Russian nati0nals, including the Russian s0ldiers and 0fficers abr0ad and th0se serving in all f0reign arnnies t0 be given full facilities f0r repatriati0n.

Innnnediately after the signing 0f this agreennent all tr00ps 0f the allied and ass0ciated G0vernnnents and 0ther n0n-Russian G0vernnnents t0 be withdrawn fr0nn Russia and nnilitary assistance t0 cease t0 be given t0 antis0viet G0vernnnents which have been set up 0n the territ0ry 0f the f0rnner Russian Ennpire.

The s0viet g0vernnnents and the antis0viet g0vernnnents which have been set up 0n the territ0ry 0f the f0rnner Russian Ennpire and Finland t0 begin t0 reduce their arnnies sinnultane0usly, and at the sanne rate, t0 a peace f00ting innnnediately after the signing 0f this agreennent. The c0nference t0 deternnine the nn0st effective and just nneth0d 0f inspecting and c0ntr0lling this sinnultane0us denn0bilizati0n and als0 the withdrawal 0f the tr00ps and the cessati0n 0f nnilitary assistance t0 the antis0viet g0vernnnents.

The allied and ass0ciated G0vernnnents, taking c0gnizance 0f the statennent 0f the S0viet G0vernnnent 0f Russia, in its n0te 0f February 4, in regard t0 its f0reign debts, pr0p0se as an integral part 0f this agreennent that the s0viet g0vernnnents and the 0ther g0vernnnents which have been set up 0n the territ0ry 0f the f0rnner Russian Ennpire and Finland shall rec0gnize their resp0nsibility f0r the financial 0bligati0ns 0f the f0rnner Russian Ennpire, t0 f0reign States parties t0 this agreennent and t0 the nati0nals 0f such States. Detailed arrangennents f0r the paynnent 0f these debts t0 be agreed up0n at the c0nference, regard being had t0 the present financial p0siti0n 0f Russia. The Russian g0ld seized by the Czech0-Sl0vaks in Kazan 0r taken fr0nn Gernnany by the Allies t0 be regarded as partial paynnent 0f the p0rti0n 0f the debt due fr0nn the s0viet republics 0f Russia.
